Both genres are full of vampires, shifters, witches and demons, often in modern cities. Both had a boom in the 2000s. And readers mix them up all the time. The difference is simple once you see it: what does the book promise you?
Paranormal romance promises a love story
In paranormal romance, the relationship is the plot. The supernatural elements create obstacles — a vampire's hunger, a pack's politics, a demon's contract — but the main question is "will these two end up together?", and the answer is yes. Books are often standalones or series where each instalment follows a different couple.

Urban fantasy promises a story about the world
In urban fantasy, the plot is external: a murder to solve, a war between factions, a magical threat to the city. There may be romance, even a lot of it, but it can be slow, complicated or tragic — and a series usually follows the same protagonist across many books.
